This is a great example of the 2008 P & D U.S. Mint Set originally minted at the Philadelphia & Denver mint. These 28 coins are in the original blister packs. U.S. Mint sets are uncirculated coins placed into the blister card stocks and sealed. These coins will have contact marks as they are dumped into bins for placement into the US Mint Sets.
